Why a liquid format.
IGF-1 LR3 carries an arginine at position 3 and a 13-residue N-terminal extension. Together they cut its binding to IGF-binding proteins and extend its activity. See the IGF-1 LR3 vial page for the full background.
Because it is so potent, IGF-1 LR3 is handled in very small amounts, and weighing tiny quantities of powder adds variability. The spray avoids that by supplying it already dissolved at a fixed, low concentration. The labeled 2 mg is the total in the full bottle, so the concentration is 2 mg divided by 30 mL.

What the research looks at.
Research uses IGF-1 LR3 to probe IGF-1 receptor signalling in muscle cells and beyond. Very little has been published on liquid forms in particular. Upstream growth hormone axis compounds include sermorelin, CJC-1295 No DAC and ipamorelin.
